Unable to access Azure subscription

Azure account access issue with MFA loop.

I can sign in to Azure Portal using my Microsoft account (******@outlook.com). My tenant exists and is accessible, but no subscriptions are visible.

Azure recognizes that I previously had an Azure account and therefore blocks creation of a new free account.

When I try to access billing/subscription related areas, I am redirected to an MFA challenge that requests a code from Microsoft Authenticator. The challenge appears to be inconsistent with the codes available in my Authenticator app, creating an authentication loop that prevents access to subscription and billing information.

I also received error AADSTS16000 in some Azure flows.
