I'm unable to deploy LLM models in my Azure OpenAI resource through the Azure portal or the Foundry portal. I suspect a quota or rate limit restriction, but I can't confirm it, and I have no Microsoft support plan to escalate.

Environment

  • Resource type: Azure OpenAI (API kind: OpenAI), pricing tier Standard (S0)
  • Resource: weave-openai-se… (name truncated in the portal)
  • Foundry project: weave-projects
  • Region: East US 2
  • Resource group: rg-weave-prod
  • Subscription: Azure for Students
  • Subscription ID: e863ed46-46f0-476f-874a-f406c6b7ea34
  • Tenant ID: da49a844-e2e3-40af-86a6-c3819d704f49
  • My role: Owner (full access)
  • Public network access: Enabled
  • Resource status: Active

And…

  • When I try to deploy GPT 5 and 6 with Standard / Global Standard, the deployment fails with: "Error to deploy this model".
  • In the Azure portal, the resource page also shows: "Could not connect to required services" (usually attributed to network, firewall, proxy, VPN or browser extensions). It happens on mobile 5G, with no VPN or ad blocker. Environment
