Since the PC appears on the child’s Devices page but still shows No connected Windows devices in Family Safety, this seems more specific to the Family Safety connection than to the Windows account itself.
Could you confirm whether this PC has ever appeared as connected before, whether the child’s Windows profile was originally created using the same email address or converted from a local account and whether the account or PC was previously linked to another family group? Also, is Activity reporting enabled for Windows under the child’s Family Safety profile?
Since the Verify option is missing, kindly try signing in to Edge from the child’s Windows profile using the same child account, then open the Family account verification page. Complete any prompts that appear, restart the PC, sign back in to the child’s account and check the connected-device list again.

If no verification prompt appears and the device remains disconnected, I wouldn’t recommend resetting Windows or recreating the child’s profile at this point. Please contact Microsoft Support, select Get Help and then choose Contact Support. Ask them to review the Family Safety account-to-device association and explain that the PC appears on the child’s Devices page but not under the Family Safety profile. Please also include the checks you’ve already completed so you don’t have to repeat the same troubleshooting.
