Azure Artifact Signing: Public Trust profile limit error despite an empty profile list

Creating a Public Trust certificate profile in Azure Artifact Signing (Basic tier) failed with BadResourceOperation, reporting that the maximum number of certificate profiles of the selected type had been reached. A successful profile-list request for the same account returned an empty list. These are preserved historical results, not a fresh reproduction. Could an Artifact Signing engineer investigate why these results differ and provide a supported recovery procedure for Basic / Public Trust?
