I am experiencing a TPM 2.0 / TPM attestation issue on my Windows 11 PC.
My hardware and configuration:
- Motherboard: MSI Z270 Gaming M3
- CPU: Intel Core i7-7700K
- TPM: Intel PTT (firmware TPM 2.0)
- BIOS mode: UEFI
- Secure Boot: enabled
- Operating system: Windows 11
- TPM 2.0 is enabled in BIOS
- BIOS is updated to the latest available version for my motherboard
- Intel Management Engine / MEI driver has also been updated
- Windows is fully updated
Windows PowerShell Get-Tpm reports:

TpmEnabled : True
TpmActivated : True
TpmOwned : True
RestartPending : True

The main problem is that RestartPending remains True even after multiple complete system restarts.
The TPM is detected by Windows and appears to be initialized correctly, but TPM attestation / Device Health Attestation is still not working correctly.
Windows Security / Device Security also indicates that the TPM attestation state is not working as expected. I am specifically trying to resolve the TPM attestation / PCR-related issue, not simply enable TPM.
I have already:
- verified that TPM 2.0 is enabled;
- verified that Windows detects the TPM;
- restarted the PC multiple times;
- checked UEFI/Secure Boot configuration;
- updated the BIOS;
- updated Intel MEI;
- checked TPM status with PowerShell.
Could you please help me determine:
- Why
Get-Tpm permanently reports RestartPending : True?
- Whether this indicates a TPM provisioning or firmware problem.
- Whether the Intel PTT TPM needs to be reprovisioned or reset.
- Whether there is a Windows component/service responsible for TPM attestation that is failing.
- Whether there is a way to diagnose the exact reason why TPM attestation is failing.
- Whether the PCR7 / measured boot state can be diagnosed from Windows logs or another Microsoft diagnostic tool.
- Whether this is a known compatibility issue with Intel PTT on this platform.
I would appreciate specific diagnostic steps or commands that can identify the underlying cause rather than simply telling me to enable TPM, because TPM is already enabled and detected by Windows.
