The “You don’t currently qualify for a Microsoft 365 Developer Program sandbox subscription” message usually means the automated eligibility check could not match the account to one of the currently supported qualification paths.

Based on Microsoft’s current documentation, qualifying paths include Visual Studio Professional or Enterprise standard subscriptions, eligible ISV Success or Microsoft AI Cloud Partner Program participation, or organizations with Premier/Unified Support. If you have a Visual Studio benefit, the recommended path is to activate the Microsoft 365 Developer subscription from the Visual Studio benefits portal. Monthly Visual Studio subscriptions are not eligible.

Also make sure you are using a supported sign-in account, not a phone number or *.onmicrosoft.com account, and a valid non-VoIP mobile number. Microsoft also allows only one Developer Program account per phone number.
