This behavior (the globe icon with a crossed-out circle) appears when Windows blocks an action. As you're trying to move a default Microsoft Store app that cannot be placed on the location, the app may have frozen and not responded.
This is not a major problem. By default, Store apps simply cannot be dragged from the Start menu to the desktop, which is why Windows shows that “blocked” icon. Using shell:AppsFolder is the correct method.
