Assuming that you are referring to C:\Windows\System32 as the folder that "pops up" when Windows starts, generally, this happens when there is an error in the path of an item in one of the startup locations.
Download and run Autoruns: https://docs.microsoft.com/en-us/sysinternals/downloads/autoruns
- When the scan completes, select the "Logon" tab.
- Examine the entries in the "Image Path" column.
- If you find an entry that begins C:\Windows\System32\ and then has a space before the rest of the entry, clear the box at the left end of the line and restart the computer.
- If Step 3 fixes the problem, you can re-run Autoruns and either correct the error, delete the line (if you do not want that item to start), or do nothing.
Moving to the Polish forum for any follow-up.

Pobierz i uruchom Autoruns: https://docs.microsoft.com/en-us/sysinternals/downloads/autoruns
- Po zakończeniu skanowania wybierz kartę "Logowanie".
- Sprawdź wpisy w kolumnie "Ścieżka obrazu".
- Jeśli znajdziesz wpis, który rozpoczyna C: \ Windows \ System32 , a następnie ma spację przed resztą wpisu, wyczyść pole po lewej stronie linii i zrestartuj komputer.
- Jeśli Krok 3 rozwiązuje problem, możesz ponownie uruchomić Autoruns i albo poprawić błąd, usunąć linię (jeśli nie chcesz, aby ten element się uruchomił), albo nic nie robić.
