On a new Pay-As-You-Go subscription, every Claude model (Opus 5, Opus 5.5, Sonnet 5, Haiku 4.5) shows 0/0 TPM under shared allocation in Sweden Central, Global Standard, although the portal lists them as available there. Other weaker old models (like GPT-4) on the same subscription have quota. Unlike GPT models, Claude quota is not automatically seeded for new subscriptions; you must explicitly request it via the Microsoft Foundry quota request form. Sweden Central does list Claude models as available, but availability in the portal does not guarantee quota assignment.

    The key point is that Claude quota is managed at the subscription level, not per region. For Global Standard deployments, the quota pool is shared across all regions in the subscription. When you see 0/0 TPM, it means your subscription has not yet been allocated any capacity for that model. This is common for new Pay-As-You-Go subscriptions, as Microsoft does not automatically assign quota for Anthropic models until a request is approved.
