With a Microsoft account (without any Office 365 Subscription), you get 5GB of OneDrive cloud storage and 15GB of Outlook e-mail storage. If you exceed any one of the limits, you won't be able to send or receive emails normally.
According to your description, Outlook shows that you are using 35 GB of email storage, which can cause your account to be frozen. If your account is frozen and you have upgraded your storage, it can take about 2–4 hours, and up to a maximum of 24 hours, for the additional storage to be reflected in your account.
Please go to the link below and sign in with your Microsoft account to check whether the upgraded storage space has been applied:

- Expand the Outlook E-mail storage and Microsoft cloud storage section to see if you have enough space to send or receive emails.
If the storage is reflected, try sending a test email from the affected account to another account of yours and see if it is sent successfully.
