Artifact Signing: Unable to fetch data during organization identity validation — Role assignment issues in North Europe

Problem description

I am unable to start an organization identity validation for a Trusted Signing - Preview account in the North Europe region. Since September 26, 2026, the Identity validations page displays 'Unable to fetch data', and the 'New identity' and 'Create identity validation' actions are disabled. The portal also reports that the Trusted Signing Identity Verifier role is missing, despite my expectations that the role is correctly assigned.

Environment

Trusted Signing - Preview; Organization identity validation; Region: North Europe; The organization was stated to be in Norway and eligible for Public Trust organizations.

What I've already tried

I registered the Microsoft.CodeSigning; assigned the Trusted Signing Identity Verifier and Certificate Profile Signer roles on the account for both guest and member identities; signed out and retried in Chrome and Safari; confirmed no existing identity validation request; reviewed related guidance; verified role assignments in Azure portal and via Azure CLI; attempted to create role assignment for Trusted Signing Identity Verifier role at account scope.

Current status

The last observed state remains unchanged: the portal still shows 'Unable to fetch data', and the identity validation actions are disabled despite role assignments. I am seeking assistance to understand why the portal isn't returning the expected data and how to resolve the role assignment or authorization issues that are preventing me from creating an organization validation request.
