Chat and share to teams buttons greyed out in new outlook

After selecting an email in New Outlook you have two options for either chatting with sender in teams or sharing the email via teams. The option is unavailable for all emails. It previously worked on an older computer, but after getting a new one it is broken. This is not about the "share to Teams" add-in but rather the built-in feature.

As you can see all the buttons are greyed out and unusable.

The "share to Teams" add-in works as expected, but we want to use the built-in feature of New Outlook instead.
