Azure Artifact Signing: Korean publisher name is garbled in SmartScreen despite valid Authenticode signature
We use Azure Artifact Signing (Public Trust) to sign a Windows installer. On Windows 11, Microsoft Defender SmartScreen > More info shows replacement characters/garbled Korean text in the Publisher field. The field begins with country/state text, followed by unreadable Korean characters.
Verification performed:
- Get-AuthenticodeSignature reports Valid.
- SignTool signature verification succeeds.
- A Microsoft timestamp is present.
- SHA-256 of the downloaded installer exactly matches the intended signed distribution artifact.
- Windows certificate APIs correctly decode the Korean common name (CN), organization (O), and locality (L).
- Inspection of the certificate subject DER shows that the Korean fields are encoded as ASN.1 BMPString. This is an observation, not proof of the cause.
The problem is the unreadable publisher text, separate from the expected possibility of a SmartScreen reputation warning for a newly distributed signed application. We are not asking to disable or bypass SmartScreen.
Questions:
- Is this a known SmartScreen rendering/encoding issue with Korean subjects issued by Artifact Signing?
- Which non-sensitive diagnostics would help distinguish a local Windows display issue from a certificate/SmartScreen service issue?
- Is there a supported way to obtain corrected subject encoding, or must a validated English legal identity be revalidated and used for a new certificate profile?
Account/subscription identifiers, certificate thumbprints, company identity/address, file hashes, download URLs, screenshots, and executable files have intentionally been omitted from this public post. Exact Windows build and cross-device reproduction details have not yet been confirmed.
