If Bedrock multiplayer works but Java Edition still shows "Multiplayer is disabled", the issue is usually not the Java license itself. In most cases, the Microsoft account is still being treated as a restricted or child-managed account, or the Minecraft Launcher has not refreshed the Xbox permissions correctly.
First, sign out of the Minecraft Launcher, Xbox app, and Microsoft Store, then clear any saved Microsoft credentials from Credential Manager, reboot, and sign back in. This often forces the Launcher to pick up the latest Xbox privacy settings.
Also verify that the Xbox profile has both "You can join multiplayer games" and "You can play with people outside of Xbox Live" set to Allow under Xbox Online Safety settings. Even if Bedrock works, Java Edition can remain blocked until these permissions are fully synchronized.
If all settings are already enabled and the issue persists, the Microsoft account may be incorrectly classified on the backend. At that point, the best next step is to contact Microsoft Support and request an account review, as this is a known scenario where Java multiplayer remains disabled despite correct privacy settings.
