Is Azure Trusted Signing (Artifact Signing) available for organizations based in South Korea?

We operate a registered corporation in South Korea and want to code-sign our Windows desktop application so that it clears the Microsoft Defender SmartScreen "unknown publisher" warning. On the "Create an Artifact Signing Account" page, the notice states: "Artifact Signing is currently available to organizations in the USA, Canada, European Union & United Kingdom, and to individual developers in the USA & Canada." South Korea is not listed. Questions:

  1. Can a South Korea–based organization currently complete Identity Validation and use Trusted Signing / Artifact Signing?
  2. If not supported yet, is support for South Korea (Asia Pacific) on the roadmap, and is there any expected timeline?
  3. If there is no plan, what is Microsoft's recommended alternative for Korean companies to obtain a code-signing certificate that establishes SmartScreen reputation?

    현재 규정이 변경되어 한국 법인 및 일본 법인도 현재 Identity Validation를 통과할 수 있습니다.
    단 일부 법인에서 대표자 신분증 인증과 관련한 Issue가 있다는 한국어권 커뮤니티의 의견이 있습니다.
