Based on the log and error message you provided (The 'unsafely_treat_insecure_origin_as_secure' preference or policy contained invalid values), it appears that an incorrect address format was entered into the Chrome browser's security settings (Flags) or launch options, causing a conflict.

Please follow these steps:

Reset Chrome flags settings:
- Copy and paste the following address into the Chrome address bar and press Enter: chrome://flags/#unsafely-treat-insecure-origin-as-secure
- Find the item highlighted in yellow labeled Insecure origins treated as secure.
- If the setting is set to Enabled and there is an address in the text box below it, change it to Disabled or Default.
- If there is any text in the text box, delete it all.
- Click the Relaunch button at the bottom of the browser to restart Chrome.
- Try accessing the site that wasn't opening.
Check Shortcut Properties:
- Right-click the Chrome icon on your desktop and select Properties.
- Check the Target field in the Shortcut tab.
- If there is text starting with --unsafely-treat-insecure-origin-as-secure=... after "C:\Program Files\Google\Chrome\Application\chrome.exe", delete that part. (You should only leave it ending with chrome.exe").
