Since updates and permissions are correct, this looks like a known limitation with the current PDF “Add text” feature in Microsoft Edge for Korean input. My recommended option is to use Microsoft Edge Feedback to report the bug, and for now use Microsoft Acrobat Reader or Microsoft Word to add Korean text to PDFs until Edge improves support.
