Thanks for sharing the details, 종규! Have you tested it in a new blank worksheet? Try to insert rows, if it works, the current worksheet view protection could be enabled.

Go to Review → Unprotect Sheet.

If it's not enabled, check for merged cells or try inserting a row where there are no merged cells. Also filtered files may prevent row insertion.

Go to Data → Clear (Filter).
