SharePoint list data source environment variable only shows original site during solution import

Power Platform solution import issue. I am using data source type environment variables for SharePoint lists. The SharePoint site environment variable can be changed to the target site, but each list environment variable only shows the original site as an option. The target SharePoint site does not appear in the site dropdown. Is this expected behavior or is there a correct way to configure SharePoint list environment variables for ALM?
