Directory Synchronization: エラー: 906 の原因について

AADCサーバで以下のようなエラーがまれに発生します。

メッセージ:

AP:Directory Synchronization: エラー: 906:CreateSelfSignedCertificate::Error creating self-signed certificate. UseTpm: True Exception : System.Security.Cryptography.CryptographicException: この暗号化プロバイダーに必要なデバイスの使用準備ができていません。

   場所 System.Security.Cryptography.NCryptNative.OpenStorageProvider(String providerName)

   場所 System.Security.Cryptography.CngKey.Create(CngAlgorithm algorithm, String keyName, CngKeyCreationParameters creationParameters)

   場所 Microsoft.Azure.ActiveDirectory.AdsyncManagement.Server.ServicePrincipalHelper.CreateSelfSignedCertificate(Boolean useTpmProvider)

継続して発生しているというわけではなく、単発でたまに発生する程度です。

なお、当該アラートが発生した当日、または前日に AADC を再起動しているケースも確認されておりました。
