Hello Masahiko Shoji
Azure supports configuring a Reverse DNS (PTR) record directly on a Standard SKU Static Public IP address that is being used for SMTP/Mail Server workloads. In this case, since the Public IP is already configured as Static, a PTR record can be mapped from the Azure Public IP to the required mail server FQDN (for example: mail.yourdomain.com) from within the Public IP resource configuration in the Azure Portal.
After setting the Reverse DNS value, Azure automatically creates the corresponding PTR entry in the Microsoft‑managed in‑addr. reverse lookup zone for that Public IP address. For SMTP reputation and mail delivery requirements, it is mandatory that the same FQDN also has an existing Forward DNS (A record) pointing back to the same Public IP address (Forward‑Confirmed Reverse DNS – FCrDNS). Once both forward and reverse mappings match, reverse lookup validation for the mail server will succeed and external mail systems will be able to validate the originating IP without being flagged for spam or rejected connections.
After configuration, the PTR mapping can be validated using a reverse lookup query (for example: nslookup <Public IP>), which should resolve the IP address to the configured mail domain FQDN.

Also,
In Short As per Microsoft guidance, Azure allows creation of a reverse DNS record only when the specified domain name has an existing forward DNS (A record) resolving to the same Public IP address within the subscription. This forward‑and‑reverse match (FCrDNS) is required for external mail systems to validate the sending server and helps prevent email delivery failures.
