Based on the issue description. This behavior you are experiencing with File Explorer not opening in Windows 11 Pro 25H2 is probably a problem tied to the recent 25H2 update. There are reports of Explorer.exe crashes and instability after installing this build.
The following are some suggestions for the workaround you can try.
1.Forcing a Clean Restart of Explorer.
- Press Ctrl + Shift + Esc to open Task Manager. Go to the Processes tab. Find Windows Explorer (you may need to scroll down to Windows Processes). Right-click it and select End Task. Click Run new task (top of the Task Manager window). Type explorer.exe and hit Enter.

2.Fixing "Off-Screen" Window.
- Sometimes, Windows "remembers" a window position from a monitor that is not there anymore, making the window appear invisible. Click the Explorer icon on your taskbar. Hold the Windows Key + Shift and press the Left or Right Arrow keys repeatedly. This forces the active window to jump between monitors. If it was stuck off-screen, it should pop back into view.
3.Clearing the File Explorer History.
- A corrupted "Quick Access" or "Recent Files" cache is also one of the reasons Explorer refuses to open a window. Press Win + R on your keyboard. Type control.exe folders and press Enter. In the General tab, look for the Privacy section at the bottom. Click the Clear button next to "Clear File Explorer history." Set "Open File Explorer to:" This PC instead of "Home" or "Quick Access." Click Apply and try opening a folder again.
