カスタマーキーを作成し、メールボックスを暗号化する予定です。
上記URLに従って、Azure Cloud Shell（PowerShell）にてオンボードの検証を行ったところ、

M365CustomerKeyOnboarding モジュールは認証用のウェブページを起動しようとしますが、Cloud Shell ではブラウザを開くことができません（GUI が利用できません）。
そのため、Cloud Shell を使用してこのオンボーディング コマンドを実行することはできません。
代わりに、コンピューターのローカル PowerShell から実行してください。

macOS端末のPowerShellで試したところ、うまく行きませんでしたが、
Windows端末のPowerShellで試したところ、うまく行きました。
