Azure for Students: "You do not have access" after academic verification with valid university email

I'm trying to activate Azure for Students, but I'm receiving the following error after verifying my academic status: "You do not have access. Sorry, but our systems are detecting a problem with your account and are unable to validate your access." My details: - University: 大阪キリスト教短期大学(Japan) - School email: @occ.ac.jp - I can sign in to Microsoft 365 successfully with my school account. - I created my Microsoft account using my school email. - The CAPTCHA/verification completes successfully. - The error only appears after clicking "Verify academic status." - I already have GitHub Student Developer Pack, so my student status has been verified by GitHub. - I have tried using Microsoft Edge, Incognito mode, and different browsers, but the issue persists. Is there a way to check whether my school is eligible for Azure for Students, or if there is an issue with my account's academic verification? Thank you.
