I'm afraid that account recovery after a compromise is an automated process. Please use the Sign-in Helper tool first:
If it does not help, fill out the recovery form again but this time with more accurate information, such as name, birth date, old phone number, Skype/Xbox information, or subscriptions. Be noted that it takes time until you receive a response.
If the hacker has changed the associated email address, unfortunately, it would be difficult to recover the account.
It is best to scan your computer with Windows Security, change any other account passwords, and stop any transactions that may occur from that account by contacting your bank's support services.
