Hello, good day and thanks for your question. I understand that you are unable to access the Authenticator app after switching to a different or new phone.
May I check and confirm if you switched to the same type of phone like you upgraded your device and made a backup for the Authenticator?
You can also see the support link below from Microsoft as a backup is needed to be able to gain back access to it.
