If the "Plan" drop-down is empty when you try to create a new subscription for Azure AI or Document Intelligence Studio, it usually means that your billing profile does not currently have any Azure plans associated with it. Azure subscriptions rely on existing plans tied to your billing account and profile you cannot create a new plan directly from the subscription creation page.
To fix this, first make sure your billing account is set up under the Microsoft Customer Agreement, which supports the newer Azure plans. Then, check that your billing profile is linked to an available plan, such as Microsoft Azure Plan or Microsoft Azure Plan for Dev/Test, depending on your use case. Only plans associated with your billing profile will appear in the drop-down.
If your billing profile is correctly configured but the plans still don’t appear, it’s often an issue that requires support intervention.
Once your billing profile has the proper plans, the drop-down should show the available options, and you’ll be able to select a plan when creating the subscription.
