This can happen after restoring an image from another PC. The restored Windows installation may still carry the activation state or product key information from the original computer, so it may show as activated with the Retail key from the first PC.
Let's make sure the computer does have an OEM license onboard.
Launch Powershell (note, it is not Command Prompt, but Powershell), and run this code to see if you have an OEM license on the motherboard. Let me know if it returns a key.
