Azure Database for PostgreSQL flexible server: Region access restriction in Germany West Central — Subscription permission issue

Problem description

I am unable to create a new Azure Database for PostgreSQL flexible server in the Germany West Central region through the Azure portal. The operation is blocked with the message: 'Subscription 'Cube' is not allowed to provision in 'Germany West Central'.' I need to understand why this restriction exists and how to enable region access for my subscription.

What I've already tried

My initial attempt was to create the server in Germany West Central, but I received a regional provisioning access error indicating that my subscription is not permitted to provision in this region.

Current status

I am seeking clarification on whether my subscription has a regional access restriction for this service and guidance on how to enable access to the Germany West Central region for my Azure Database for PostgreSQL flexible server. Other resources are active in with this region setting in the resource group.
