Win11 switching with alt +tab from a full screen window opens file manager

Alt+Tab should only switch between open windows; it should not launch File Explorer. Microsoft confirms the normal Alt+Tab behavior here:

First, go to Settings > System > Multitasking and set the Alt+Tab option to “Don’t show tabs,” then restart the PC.

If File Explorer still opens, check whether the Windows key is being triggered/stuck, because Windows+E opens File Explorer. You can test with another keyboard or Windows On-Screen Keyboard:

Also temporarily disable keyboard/remapping/overlay utilities such as PowerToys, gaming keyboard software, AutoHotkey, etc. If necessary, perform a clean boot to identify the conflicting program:

If it happens even in a clean boot, please tell us whether it occurs in every full-screen application or only one specific game/program.
