Hi! What you’re describing does sound like a UI wording/translation issue rather than proof that Windows is actually forcing Power Saver while High Performance is active.
If you want a practical check (to confirm it’s just text): set Control Panel > Power Options = High performance, then in Settings > System > Power & battery, ignore the warning text and test actual behavior (CPU clocks/fan behavior/performance under load). If performance is normal, it’s almost certainly just the message.
If you want the Settings wording to stop appearing, switch the Control Panel plan back to Balanced and then manage performance from the newer Settings slider/mode instead.
