Trying to set an MFA with Voice Call for a user on 365 and get an error

Hi.

I'm trying to set an MFA with Voice Call for a user on 365 and get an error.

There is an Conditional Access Policy that allows MFA with Password+Voice Call.

The phone number is in +972 region. There is a way to check if we are eligible to get phone calls to Israel?
