If the emails are nto found in the recycle bin, then unfortunately they are gone and cannot be recovered. Sorry.

Did you check security contact info and devices? Did you change the password? ? Did you do the rest of the steps?

Also, go to https://account.live.com > Security, click on sign out everywhere (this can take 24 hours to take effect).

If you want to take a step further, Go to your Microsoft account online https://account.live.com > Sign in > Your info > Sign in preference. Add an alias - You have two options here: Create new: this will allow you to use the native domain outlook.com to create a new alias. Add existing: this will allow you to add a 3rd party email address, such as yahoo, gmail, as long as they are not already associated with another Microsoft account. Once added, make this new alias your primary alias, do NOT delete the old alias. Then at the bottom, click on "Change sign in preference". On the next page, uncheck the box for the old alias. This means, from now one, the old alias cannot be used to sign into your Microsoft account, but it can be still used to receive emails, etc.

If all your emails were deleted then you need to do the following.

I fear someone might have set up email forwarding from your account, to forward every single email you received to a different address.

make sure you do this on a computer, not on smartphone or tablet. Go to https://www.outlook.com and log in, click on the gear icon in the top right to launch the settings.

Then, on the Mail tab, go to Rules. Are there any rules set up here? If yes, delete them all.

Then check the conditional transfer, again, if it's there, delete it.

Then, check Forwarding and IMAP, If any items are present, delete them as well.

If you can't find anything, go to https://account.live.com > Your info > Sign in Preferences. Make sure to check all the aliases here. If you don't recognize any there, delete it.

Then go to Security > Manage How I sign in, make sure all contact info is yours.

Please make sure you change your password and enable two-step verficiation.

Go to device tab and delete any device you don’t recognize.

This is similar to the famous Pegasus phishing scam. If you Google about it, you will find tons of information about this. Bottom line - your account is safe, your computer is safe. They are using scare tactic and ID spoofing to make you believe that your account is compromised, so that they can blackmail you into doing what they asked you to do.,

Email spoofing happens when someone uses an outside mail server to send messages that pretend to come from your email address by forging the "From" field. They do not have access to your actual email account. To prevent and detect this, email providers like Microsoft use protections like SPF (to define which servers are allowed to send on your behalf), DKIM (to attach a digital signature to prove the email is real), and DMARC (to tell other servers what to do if a message fails these checks). If a spoofed email fails these checks, it will usually be flagged as spam or rejected.

So, if the email is already in spam/junk folder, you have nothing to worry about.
