Just to clarify - the license was given to your daughter by the Ministry of Education, and she has an organization email address and password, right?

If so, can she sign into https://myaccount.microsoft.com with that same account and password?

If she can, have her uninstall Microsoft 365 if she has it installed now. Then go to https://www.office.com, then sign into the same account, then on the left, click on Apps, then on upper right, click on Install Apps, download the installer and run it to install Office apps. Then see if she can sign in and activate it.
