"Windows can't find Run"

Just to clarify, that's not a command specific to Command Prompt; it's simply a method for navigating to a folder to delete files.

Here are the instructions:

Press the Windows key + R to open the Run dialog.

The Run dialog is a small pop-up window where you input commands, not the black Command Prompt window.

In that pop-up window, type:

Type %localappdata%\Microsoft\Windows\Notifications\

and press Enter.

Delete all files inside the Notifications folder.

Restart your computer.

Understood, thank you for following up. I'm going back again to the basics, so please follow these instructions and make sure everything is correct:

Focus Assist:

1. Go to Settings > System > Focus Assist.
2. Make sure Focus Assist is set to "Off".

Notifications On:

Find the apps you're having trouble with and click on it.

Ensure notifications are toggled on for the apps itself.

Delete Notifications Folder:

Press the Windows key + R to open the Run dialog.

Type %localappdata%\Microsoft\Windows\Notifications\ and press Enter.

Delete all files inside the Notifications folder.

Restart your computer.
