The error message you received indicates that Microsoft Planner setup is not yet complete. Here are some steps you can take: 

1. Check Planner access 

Sign in to https://tasks.office.com with your Microsoft 365 account. 

Check if Planner is listed in the apps list. 

2. Check Microsoft 365 license 

Make sure the user has the appropriate Microsoft 365 license (for example, Microsoft 365 Business Standard, Enterprise E1/E3/E5). 

Planner is not available for some license types, such as Microsoft 365 Apps for Business. 

3. Check Microsoft service health 

Go to https://admin.microsoft.com > Health > Service Health to see if there are any issues affecting Planner. 

4. Check Planner settings 

Admins can go to Admin Center > Settings > Org Settings > Planner to ensure Planner is enabled. 

5. Retry later 

If this is a temporary issue, please try again in a few hours.
