Azure Pay-As-You-Go sign-up fails with "We couldn't complete your sign-up" (Ecuador)

Hi, I'm a software developer in Ecuador trying to create an Azure Pay-As-You-Go

subscription. My Visa card is already validated and saved in my Microsoft account

(country: Ecuador), but every sign-up attempt ends with "We couldn't complete your

sign-up. Please try again. If the problem continues, contact support."

• The free trial says I'm not eligible, so I tried Pay-As-You-Go (MS-AZR-0003P).
• I have no Azure subscription, so I can't open a support ticket in the portal.

I have the sessionId and correlationId and can share them privately.

Could someone from the billing/sign-up team review my account? Thank you.
