Package validation and upload to deployment storage succeed.

FDM listFunctions reports ForwardToSogama.

FdmTimeoutService reports:

"FDM completed with failure ... unknown reason. Executing fallback."

The fallback calls RemoveAllWorkers three times and fails with HttpClient.Timeout of 100 seconds.

Please investigate the original FDM failure and the subsequent RemoveAllWorkers timeouts, and confirm the active package/worker state.

Networking: outbound VNet integration with NSG and UDR towards a firewall; public inbound access enabled; no Function App private endpoints.

AzureFunctionApp@2 version 2.281.0 reports pipeline success before the asynchronous deployment reaches its final failed state.
