RequestDisallowedByAzure - 5-year M365 tenant blocked in ALL European regions

Existing Microsoft 365 tenant (Spanish company, created March 2021,

5+ years of active M365 billing) cannot deploy Bicep resources to

ANY European region.

Error (identical for all 11 EU regions tested):

• Code: RequestDisallowedByAzure
• Message: "The selected region is currently not accepting new customers"
• Reference: https://aka.ms/locationineligible

Regions tested and rejected:

westeurope, northeurope, francecentral, spaincentral, germanywestcentral,

swedencentral, uksouth, polandcentral, italynorth, norwayeast, switzerlandnorth

Diagnostic info (IDs available privately to Microsoft engineers

via DM):

• Tenant: created 2021-03-05
• Subscription: newly created for this project
• Support plan: Basic (cannot open technical tickets via API - InvalidSupportPlan)

The paradox:

The tenant is NOT new (5+ years old, active M365 payer), but the

subscription is new and Azure applies "new customer" restrictions.

Business context:

GDPR requires EU data residency. Hard legal deadline 2026-10-05

(Spanish Law 9/2025, digital tachograph compliance).

Question:

How can I get regional access enabled without waiting for billing

history? Is there a way to inherit tenant maturity for new

subscriptions? Support ticket API blocked by Basic plan.
