Hello,

We purchased the following Windows Server 2025 Standard licenses through a Microsoft partner:

  • EP2-25197 — Windows Server Standard 2025 Spanish 1PK DSP OEI DVD 16 Core
  • EP2-25379 — Windows Server Standard 2025 Spanish 1PK DSP OEI 4 Core

The physical server has 16 physical cores and is dedicated to Hyper-V and VM management.

Our intended setup is:

  • Physical host: Windows Server 2022 Standard, used only as the Hyper-V host
  • VM #1: Windows Server 2025 Standard — Active Directory Domain Services + DNS
  • VM #2: Windows Server Standard — business application server

My understanding is that, when all physical cores are properly licensed with Windows Server Standard, the license grants rights to run up to 2 Windows Server virtual OSEs on that host, provided the physical OSE is used only to host and manage the VMs.

My question is specifically about activation, not virtualization rights:

What is the official activation method for the two virtual Windows Server OSEs included with these DSP/OEI licenses?

In particular:

  1. Can the product key/COA supplied with the DSP/OEI license be used to activate the two licensed virtual machines?
  2. If not, does Microsoft or the OEM/partner provide separate product keys for the virtual OSEs?
  3. Is telephone activation required or supported for this scenario?
  4. Is there any OEM/System Builder-specific activation procedure for Windows Server Standard virtual machines?
  5. Since the Hyper-V host is Windows Server Standard, I understand AVMA is not available. Is that correct?
  6. If the virtual machines are initially installed using Windows Server 2025 Standard Evaluation media, which type of product key should be used to convert them from ServerStandardEval to ServerStandard and then activate them?

I am not asking whether the license grants rights to run two VMs. I am trying to determine the exact supported technical activation procedure for those two virtual OSEs under the DSP/OEI licenses listed above.

Thank you.Hello,

    Hello,

For DSP/OEI licensing of Windows Server 2025 Standard, the activation of the two included virtual OSEs is not handled through a separate set of keys. The activation process relies on the same product key/COA that ships with the DSP/OEI package. In practice, you install the VMs with Windows Server 2025 Standard media, then activate them using the product key provided with your license. There is no distinct “VM-only” key issued by Microsoft or the OEM; the same key is valid for the physical installation and for the two entitled virtual OSEs, provided the physical host is used exclusively for Hyper-V management.

Telephone activation is supported if online activation fails, but it is not a requirement. There is no special OEM/System Builder procedure for VM activation beyond the standard activation workflow. AVMA (Automatic Virtual Machine Activation) is only available when the host is running Datacenter edition, so your understanding is correct: with Standard edition you cannot use AVMA. If you deploy the VMs initially with evaluation media (ServerStandardEval), you must perform a DISM edition conversion using a valid Standard product key. The command is:

    DISM /online /set-edition:ServerStandard /productkey:XXXXX-XXXXX-XXXXX-XXXXX-XXXXX /accepteula

After conversion, the VM can be activated normally with the same DSP/OEI key. The critical point is that DSP/OEI keys are retail-like in behavior: they are single-use activations tied to the licensed hardware, but they do cover the two virtual OSEs as long as the licensing conditions are met.

I hope you've found something useful here. If it helps you get more insight into the issue, it's appreciated to accept the answer. Should you have more questions, feel free to leave a message. Have a nice day!

    HL.
