I’m having a problem login in, when I try to log in it stays stuck with a blurry screen and no user appears and no password or pin option appears either, just blurry screen

I’m having this problem that when I try to log in a blurry screen just stays and it sends me back to the time and date screen, I have found no solutions online and I’m not able to even start my computer in safe mode, it stays in the blurry screen as well.
