I'm receiving extortion messages

This is a very common scam known as the bitcoin scam, sextortion scam, extortion scam and other names.
Don't contact the scammer. Don't pay anything. They do not have any of the personal data they claim to have.
Delete the message and any similar messages you receive in the future.

If these messages are in your Inbox you can create a rule to move them to trash/deleted or simply mark them as spam/junk and Outlook will learn to send them to Junk. If Outlook is putting them in Junk you cannot create a rule, but Outlook has already classified them as junk.
