My tenant home region is South Central US, but the capacity is in East US where Fabric is available. I cannot assign any workspace (new or existing) to this paid capacity because the option appears grayed out.

Unable to Assign Fabric Workspace to Paid Fabric Capacity - "Fabric capacity" Option Disabled

Problem:

  1. When I try to change the workspace license mode from "Pro" to "Fabric capacity" in Workspace Settings → License Info, the "Fabric capacity" option appears disabled (grayed out).
  2. When I try to reassign my original workspace "CI" (which contains a Lakehouse) from Admin Portal, I receive this error: "CI workspace cannot be reassigned because it includes Fabric items or you're attempting to move them across regions. This is not supported currently."
    1. Even when I create a brand new empty workspace ("CI-Production"), the "Fabric capacity" option remains disabled in the License Configuration settings.

What I've Already Verified: Fabric capacity is Active in Azure (East US region). I'm listed as Admin in the capacity administration, Tenant Settings have "Users can create Fabric items" enabled for entire organization, All capacity-related tenant settings appear to be properly configured, I have User Access Administrator permissions on the Azure resource

Questions:

  1. Why is the "Fabric capacity" license mode option disabled even for new empty workspaces?
  2. Is there a tenant-level configuration or permission I'm missing that prevents assigning workspaces to paid Fabric capacities?
  3. Since my tenant home region is South Central US (where Fabric is not available) and my capacity is in East US, is this causing a compatibility issue?
  4. What steps do I need to take to successfully assign workspaces to my paid Fabric capacity?

Expected Behavior: I should be able to select "Fabric capacity" as a license mode option and assign my workspace to the "czzypowerbicap" capacity.

Actual Behavior: The "Fabric capacity" option remains disabled/grayed out in workspace license settings.

Thank you for your assistance.Problem:
