Based on your description, the key issues are this license type does not support custom add-in deployment via the Office Add-ins button. The “Add from file” or “Add from URL” options are disabled in personal Office 365 plans like Family because Microsoft restricts custom deployment to business environments. This is a licensing limitation, not a bug.

You could consider double-checking this workaround if needed:

Sometimes Excel disables add-ins due to security settings:

Go to File > Options > Trust Center > Trust Center Settings

Under Add-ins, make sure none of the boxes are checked (especially “Disable all Application Add-ins”)

Also check Trusted Locations and add the folder where your manifest or add-in is stored

If your add-in is a manifest-based web add-in (with an .xml manifest file), you can try:

Open Excel

Go to File > Options > Customize Ribbon

Enable the Developer tab

In the Developer tab, click Add-ins > Excel Add-ins > Manage: COM Add-ins > Go

Or use "Insert > My Add-ins" if available
