You need to verify your Microsoft365 Subscription by going to https://account.micorosoft.com/services and sign in with the same email you use in Excel.
Verify you have an active subscription (Personal, Family, Business, or School).
If it shows expired or canceled → that’s the root cause. You’d need to renew or switch to a valid account.
