I'm sorry this happened. If the emails were deleted by an unauthorized person and are no longer available in Outlook on the web, Deleted Items, or Recover deleted items, the recovery options for a free Outlook.com/Hotmail account are unfortunately very limited.
As per checking, if the messages have already been permanently removed from the mailbox and are no longer available through the built-in recovery options, they generally cannot be recovered.
In the meantime, since you've already secured the account and confirmed that there are no remaining mail rules or forwarding settings, the focus should now be on verifying that no recovery options remain available within the mailbox for the hacker to get back the account of the account.
