Thanks for the information. It’s usually caused by GPU acceleration glitches, background processes interfering, or corrupted cache/settings. Since you already tried restarting Explorer and rebooting, disable/enable Hardware Acceleration.
Go to Settings → System → Display → Graphics (Win11) or the graphics control panel (NVIDIA/AMD/Intel).
If you’re using hardware acceleration in Windows UI (or apps like browsers), toggle it off → test → then back on.
Corrupt hardware acceleration often causes “low FPS” animations.
