The Reset Clipboard History procedure mentioned above by AI seemed to work. I was able to see several screen shots of text in this thread in the Clipboard as a test, BUT when I copied two photo clips, they both appeared twice when I Windows Key + V.
Clipboard history problem
Seems like Clipboard history is only saving / displaying one item when I press Windows Key + V when I know I've saved >1 item to the clipboard. The one item shows up twice in the display also.

2026-11-08T15:48:18.7633333+00:00 Clear and reset Clipboard history, because Windows 11 should retain multiple supported items rather than display one item twice.
Reset Clipboard history
- Open Settings → System → Clipboard.
- Under Clear clipboard data, select Clear.
- This removes clipboard history except pinned entries, so manually delete any pinned duplicate from Windows key + V → … → Delete first.
- Turn Clipboard history Off.
- Restart the Surface using Start → Power → Restart.
- Return to Settings → System → Clipboard and turn Clipboard history On.
- Copy three different short lines of plain text, one at a time, and press Windows key + V.
Windows officially supports up to 25 history entries. Individual items must be under 4 MB and use text, HTML, or bitmap formats; restarting normally clears unpinned entries.^1^
If Suggested actions is enabled
A closely matched Windows 11 issue has been associated with Suggested actions. Try this sequence:
- Open Settings → System → Clipboard.
- Turn Clipboard history off and back on.
- Turn Suggested actions off.
- Press Windows key + V and repeat the three-text-item test.
- If history now works, optionally turn Suggested actions back on and test again.
Microsoft Q&A identifies this as a workaround rather than a guaranteed permanent fix.^2^
If the duplicate remains
Rebuild the local Clipboard data:
- Press Windows key + R.
- Enter:
%LocalAppData%\Microsoft\Windows\Clipboard - Delete the contents of that folder, not the folder itself.
- Select Start → Power → Restart—use Restart, not Shut down.
- Turn Clipboard history back on if necessary and repeat the plain-text test.
This deletes locally stored clipboard-history data. A matching Q&A resolution recommends clearing this folder and restarting Windows when Win+V remains malfunctioning.^3^
If copying three distinct plain-text items works, but copying from one particular application still creates duplicate or missing entries, test the same content from Notepad. Applications can explicitly prevent their clipboard content from being added to Windows Clipboard history, so an app-specific result does not necessarily indicate a Windows-wide failure.^4^
Since Windows is already fully updated, repeating Windows Update is unnecessary. If the problem survives the local Clipboard-data rebuild and also occurs with Notepad, report it through Feedback Hub → Report a problem, including a screenshot of the duplicated Win+V entry and the Windows build shown by
winver.

The duplication of an item usually indicates that the user's clipboard service is stuck, the cache is corrupted, or some other issue is interfering. Simply disabling or clearing the clipboard history would not cause this.
Before attempting any solutions, it is important to clarify a few details:
Which applications are you copying from (e.g., a web browser, Office, Notepad, images)? Does this happen in any app?
Did the problem begin after installing an update or a third-party application?
Is the duplicated item always the most recently copied one, or is it an older item that gets “stuck”?

2026-11-08T14:50:55.83+00:00 I would first check the setting itself. I would open Settings, then System, then Clipboard, and make sure Clipboard history is on. I would also turn off Sync across devices on the same page while I test, so a second PC signed in with the same account cannot add entries to the panel.
Then I would clear the stored history on the same page, under Clear clipboard data, and test it by copying two different pieces of text and pressing Windows key + V. I would use two different pieces of text, because copying the same text twice will show it twice.
If it still shows only one item, I would check where I copied from. Copies from a password manager, a remote desktop session, or a virtual machine are often not saved to history, so I would test with two plain text copies in Notepad to rule that out.
Clipboard history keeps up to 25 items, so with only one item showing, the setting or a cleared history is the most likely cause.
