how to fix mouse keeps stopping when flickering so fast from any side

The problem is that my mouse stuck and not go as normal when flickering in games and also in desktop I noticed that the blockage of the cursor is not happening in the other pc with the same mouse and mouse pad also I tried using a mouse with a dongle and still the same problem on my pc.

and when one time I tried to restart my pc in the restart screen the blockage didn't work it worked fine without a problem.

I stopped all the services, uninstalled mouse drivers changed mouse and still no sign of getting better.

I created a new account to see if there still the problem and I found nothing its normal on the same pc another user
