We are using the Azure API Management Managed Developer Portal with Basic Authentication enabled.

Issue:

Users can self-register, but some users are created in APIM and remain in Pending state. Signup confirmation emails and password reset emails are not being received/completing the activation/reset flow.

APIM details:

  • Service: occivue-apim-pltf-001
  • Region: West Europe
  • SKU: Developer
  • Created: 2026-08-07
  • VNet mode: None
  • Developer Portal custom domain: https://platform.occivue.com
  • Subscription quotaId: PayAsYouGo_2014-09-01
  • Sender shown by APIM: ******@mail.windowsazure.com

Configuration checked:

  • Sign-in enabled
  • Sign-up enabled
  • Delegation disabled
  • CAPTCHA enabled
  • Templates ConfirmSignUpIdentityDefault, PasswordResetIdentityDefault and InviteUserNotificationMessage exist and are default

This appears similar to:

In that case, Microsoft engineering enabled email functionality for the subscription/region by applying a backend exclusion for DisableEmailsForSubscriptionQuotaTypes.

Could Microsoft confirm whether APIM built-in email functionality is currently disabled for this PAYG subscription type, and whether a backend exclusion/enablement is required for this subscription in West Europe?

    Hi,

Unfortunately APIM email functionality is temporarily blocked for Pay-as-you-go and VIsual Studio/MSDN Azure subscriptions until further notice.

    Below is excerpt from documentation:

    Important

    • Email functionality isn't supported in Free Trial Azure Subscriptions. This capability is fully blocked and can't be enabled during the trial period.>
    • Email functionality is temporarily suspended for three days after a service instance is created. This temporary limitation applies to paid Azure subscriptions and is automatically lifted after three days.
    • Email functionality is temporarily suspended for Pay-As-You-Go (PAYG) and MSDN Azure Subscriptions. Email capability is temporarily disabled for these subscription types until further notice.
    • Notification template customization isn't supported in Pay‑As‑You‑Go (PAYG) or MSDN Azure Subscriptions. These subscription types don't include the ability to modify or configure built‑in notification templates, and this limitation can't be overridden.

    Thanks.
